The City of Austin, Texas, Human Resources Department works to ensure an effective and wholesome relationship between the City and its workforce which is expected to yield uncompromised service to the public. The City of Austin employs a diverse workforce of approximately 12,000 full-time employees that work in 32 departments, allowing the City to offer a full range of services.
The Assistant Director, under nominal direction of the Human Resource Director, is responsible for the overall direction of all phases of personnel programs affecting the classified service of the City of Austin; provides supervision to a large staff of professional, technical and clerical employees; and executes personnel policies included in City ordinances, resolutions, administrative regulations and state law.
The ideal candidate will be an experienced Human Resources professional knowledgeable of and able to apply the principles and practices of modern public personnel administration including merit systems, methods for recruitment and selection, classification, salary and benefits administration, employee relations and negotiations, organization development, equal employment opportunity, and personnel laws and regulations; have experience preparing and administering a department budget; be skilled in building consensus among people with divergent opinions; be able to maintain effective working relationships; be active and involved in the human resources profession; and communicate clearly and concisely, both orally and in writing. In addition, the ideal candidate will be customer service oriented, a creative individual who can assess the personnel systems in place, be able to explain systems to both internal and external customers, be accessible, be a good listener, and willing to promote and implement innovative efforts.
The ideal candidate is a proven human resources leader who has direct, advanced experience in the areas of at least two or more human resources systems. The preferred candidate will have systems experience in compensation, benefits, employee relations and risk management and have lead these areas for either an entire organization or large organization at a corporate level. The preferred candidate will have worked strategically, in partnership, with multiple stakeholders to build consensus across business functions and has demonstrated results using creative innovations in strategic initiatives as well as change management.
